Notes: Total estimated allocations assume a state minimum of 0.4% of the balance of appropriations after taking into account funds for grants and discretionary programs. The sum of columns 2 and 4, by state, does not equal the amount in column 6 because of rateable reduction; i.e., when the allocation to some states is raised to the 0.4% minimum, the allocation to other states is reduced proportionately. State amounts may not sum to the subtotals because of rounding.
