Education for all Children and Youth

NCY POSITION
The National Collaboration for Youth believes that:

  • The federal government should fulfill its promise of providing an education to every child and youth with or without disabilities.

PUBLIC POLICY RECOMMENDATIONS
Congress should take the following actions related to education:

  • Fulfill its 27-year-old promise to pay 40% of special education costs by fully funding Part B of the Individuals with Disabilities Education Act.
  • Secure this funding as a mandatory expenditure so that children, youth, their families, and state and local education agencies will be assured of its continuation each year.
  • Enact the Helping Children Succeed by Fully Funding the Individuals with Disabilities Education Act, introduced as S 466 and HR 1330 in the 107 th Congress.
